Who will be new Chief Secretary of Manipur ?

Orders of Manipur Chief Secretary Puneet Goyal’s retirement on August 31 have been issued.Earlier there were speculations of his six months extension in service. Now picture is not clear  -will the new CS come from Delhi or from Manipur cadre ?.
